I was aware that Oregon became No. 18 last week when the state government announced that it would not appeal a state court ruling throwing out the state's same-sex marriage ban. But I wasn't aware of PA.
In the Keystone State, a federal judge struck down the state ban, and the state's AG said he wouldn't appeal, thus marriages are ongoing in PA. Now, unlike Oregon, there is a chance the issue may not be finally determined in PA, depending on how the Supreme Court rules. But at least until and unless there is a Supreme Court ruling reinstating the state bans that are being knocked down in state after state (and hopefully there will not be), then gay couples can marry in PA as the state did not request a stay of the federal judge's ruling, as has been the case in the other states.
The Oregon case is different as it was a state court ruling on a state issue. So the ban in Oregon is gone no matter what the U.S. Supreme Court rules.

BTW, a federal judge ruled that Utah has to recognize the approximately 1,000 marriages that were performed before the judge's ruling was stayed.
